NEW DELHI, MARCH 30: The Union Cabinet today decided to bring in a comprehensive legislation to ban Central and State government lotteries.Information and Broadcasting Minister Pramod Mahajan told mediapersons that the Cabinet has also decided to ask state legislatures to pass resolutions to authorise Parliament to legislate to ban private lotteries and gambling which are under state list.
The comprehensive legislation is being brought about in the wake of a Guwahati High Court stay on the recent Act banning single-digit lotteries.
Mahajan said the government is also considering a scheme to compensate northeastern states which are expected to lose revenue of Rs 50 crore as a result of the ban.
For banning private lotteries and gambling, the state government will have to pass a resolution in the Legislative Assembly under Article 252 of the Constitution authorising Parliament to legislate in respect of Entry 34 in List 2 of the Seventh Schedule.
