The notices have been issued following a criminal writ petition filed by a non-governmental organisation, Bhrashtachar Virodhi Morcha. The writ has alleged that the Delhi Police has been unable to investigate the matter properly ``because the higher officers of the Delhi Police are involved.''It has further accused the Delhi Police of not arresting socialite and the host of the party at the Qutab Colonnade, Bina Ramani. The writ says that Ramani had clearly destroyed evidence at the scene of the crime to help the culprits escape. ``Bina Ramani and her family hold foreign passports and have links with top officials and political personalities. Due to their influence and pressure, the investigating police officers are feeling helpless and unable to conduct a fair and impartial investigation,'' the writ petition states.

It has asked for a CBI inquiry because ``the officers of Delhi Police will damage the whole case to save their skins.''
