World Cup thrills for prisoners switched off

MUMBAI, May 18: Inspector General of Police (Prisons) T Shingarvel bowled a googly at Arthur Road jail inmates on Monday by ordering that the colour television sets installed in the high-security Barrack No 10 on Saturday be removed immediately. The police officer's edict thus ended three days of pure exhilaration for the 10 inmates, who had petitioned the designated TADA court to grant them front row seats to the ongoing World Cup in December last year.

In an interim ruling on Friday, the specially designated TADA Judge P D Kode had ruled that the 10 inmates of Barrack No 10, including seven bomb blasts accused, be allowed to watch the cricket matches on TV till the final tie on June 20 or till Shingarvel ruled on the matter. The TV sets had been provided by the Sarfaraz Foundation, a charitable organisation.

However, in a faxed missive to the jail superintendent on Monday, Shingarvel directed that the TV sets be removed forthwith. His order was executed on Tuesday. The decision, which had been pendingsince December, has distressed the prisoners no end. Their advocate, Subhash Kanse, told the judge that his clients have neither the will nor the means to pursue the matter in the high court. Judge Kode had suggested that the inmates approach the Bombay High Court.

According to another advocate of the bomb blasts accused: ``When other prisoners can watch matches why not those in Barrack No 10? Shingarvel's decision is unjust, especially when he did not bother to take up the matter till now.'' The inmates had moved an application in December, urging the jail authorities to grant the TV facility because the charitable trust was ready to provide them with sets in their cells. The application was forwarded to Shingarvel and had been pending since then.
