PANAJI, MAY 28: The Congress on Friday promised to provide a clean, honest and transparent administration and control corruption to ensure integrity and probity in public life, if voted to power.Releasing its 26-point manifesto for the June 4 Goa Assembly Elections, AICC general secretary Madhavrao Scindia, in-charge of the State, told newspersons here that the "discretionary powers of the ministers would be made public through official publications periodically" so that they did not overstep their limits.
Limiting the size of Cabinet to 15 per cent of the strength of the Legislature and giving the panchayat raj institutions their due in keeping with the party's commitment of "power to the people", were among the programmes listed in the manifesto.
The party also promised to vigorously pursue with the Centre an amendment to the anti-defection law to automatically disqualify the defector and seek fresh mandate, apparently to put a check on recent happenings in Goa which had led to political instabilityand imposition of President's rule.
