Take girl in custody, police told

EXPRESS NEWS SERVICE
CHANDIGARH, June 4: The Punjab and Haryana High Court today directed the Station House Officer of Sohana Police Station to take a six-year-old girl into custody and produce her in the court after the grandparents failed to produce her today. In her petition, Baljit Singh, claiming herself to be Hardeep Kaur's mother, had alleged that her daughter was in illegal custody of the grandparents -- Bachan Singh and Surjit Kaur.

Taking up the petition, Justice Anand had observed that the grandparents were directed to produce the child on May 7, and for today, but they "did not accept the service".

`Safeguard records'
On a petition filed by the Sarin Memorial Legal Aid Foundation seeking directions to the state of Punjab, Haryana and three other respondents for "taking effective steps to ensure proper arrangement for safeguarding the records of the High Court", the Punjab and Haryana High Court today issued notice of motion for September 9. The Foundation, in its petition taken up by Justice V.K. Jhanji and Justice J.S. Narang, had stated that the High Court record "had been devastated on two occasions in three years".

The counsel stated that an "alternative system for retaining record" could be explored. "The entire record could be photographed, or scanned, and retained on compact discs from which copies could be reprinted."

Quoting Article 215 of the Constitution, he stated that every HC "shall be a court of record and shall have all powers of such a court, including the power to punish for contempt".
