Punish ASI for custodial death, demands Chawla

CHANDIGARH, June 4: Luxmi Kanta Chawla, a sitting BJP MLA, today met the Punjab Chief Secretary to express her displeasure over the government's failure to punish a police officer found responsible for a custodial death two years ago.

Talking to The Indian Express, Chawla said the Chief Secretary would be calling a meeting of the officers concerned next week to take a final decision on the matter. She herself would be attending the meeting, she added.

Ram Chand, an employee of a shoe shop was arrested by the Amritsar police for a petty theft. He died while in police custody. ASI Darshan Lal, of the city kotwali, was indicted in an inquiry conducted by the Sub-Divisional Magistrate, S. S. Johal.

In yet another inquiry report submitted by a Superintendent of Police, Rajinder Dhoke, the ASI was found guilty.

The police had been claiming that Ram Chand died after he attempted to commit suicide by jumping from the upper storey of the police station. But the post-mortem report of the doctor was at a variance from the story propounded by the police.

The fire-brand BJP MLA demanded that the police should immediately register a case of murder against the ASI, besides awarding handsome compensation to Harbans Kaur, the widow of deceased, since Ram Chand was the only earning hand in the family.
