PUNE, June 4: For the first time in the history of the Pune Municipal Corporation (PMC), 113 corporators have unanimously moved a no-confidence motion against the Municipal Commissioner Arun Bhatia who will barely complete three months in the post. A special meeting of the general body will be held on June 9 which is likely to seal Bhatia's fate.Cutting across party lines, over 113 corporators have signed the motion which will be tabled on June 9 to express their lack of trust in the municipal commissioner. A series of charges were drafted in the motion which primarily includes their obvious discontent over Bhatia's ``dictatorial'' attitude, total breakdown of any kind of communication with the elected representatives and a stop to development works.
Mayor Dutta Gaikwad told media persons today that last one-and-a-half months have been an eye-opener for the corporators who are smarting about the shoddy treatment from the Commissioner. Bhatia has not bothered to get acquainted with the corporators let along know their names. His lack of interest in participating in the general body meetings has also been a major bone of contention with the corporators.
Complaining about the high-handed style of functioning, they are particularly aggrieved about his arbitrary approach to development works and the proposed reallocation of Rs 38 crore from the budget. Former municipal commissioners discussed important topics related to financial matters with the Mayor, Standing Committee chairman and members, Gaikwad said while pointing out that Bhatia preferred to remain aloof. They charged him with inexperience as he had never directly dealt with elected representatives during his former postings.
The Mayor pointed out that the general body meeting had even been adjourned once to protest against Bhatia's dictatorial attitude. He failed to take action when corporators lodged complaints about the encroachments on government land, Gaikwad said adding that various proposals were put forth by the Commissioner without discussing it with the office bearers. A similar proposal for the ambitious water supply scheme has been placed before the standing committee without discussions on the issue.
Among the other charges include the manner in which Bhatia issued press statements on important proposals without keeping the office bearers informed about the same.
The charges have also made reference to Bhatia's actions regarding the suspension of the civic officials and his appeal to the Class III and IV employees by giving them false hopes. The corporators have taken recourse under Section 36 (3) of the Bombay Provincial Municipal Corporation (BPMC) Act whereby a no-confidence motion can be passed against the municipal commissioner and recommending the State Government to recall him/her.
