NEW DELHI, JUNE 5: President K R Narayanan today accused Pakistan of spreading ``disinformation'' and causing ``deception'' by saying that the LoC was vague and had no sanctity, and added that such a remark was tantamount to ``hoodwinking'' the entire world. He spoke while inaugurating the birth centenary of late Field Marshal K M Cariappa at Rashtrapati Bhawan.``There is no ambiguity regarding the LoC. To be told that there is no such line is hoodwinking the whole world,'' he said in his first remarks on the developments in Kargil.
Stating that ``we are fighting a war-like situation in Kargil and Drass to defend our country,'' the President said there was no alternative but to defend this area and try to regain it. He lauded the acts of bravery and sacrifice by Indian troops ``in this war'' which he said ``has been imposed on us.''
The President said the Cease-Fire line was established in 1972 in the Shimla Agreement and both India and Pakistan had accepted it. He said both the countries had pledgedto put an end to the conflict and agreed to respect the Cease-fire Line and not disturb it by threat or use of force.
``We have tried our best over the years to live in peace with our neighbour Pakistan and have entered into many agreements,'' he said, regretting that ``unfortunately these agreements are being violated.''
He recalled that Cariappa had accepted civilian supremacy over the armed forces but wanted their participation in the process of decision-making.
Recalling Cariappa's views on importance of discipline in the armed forces, he said: ``He (Cariappa) had said that no commanding officer of a unit should be proceeded against because that would open the door for indiscipline. He had also said that removing a commanding officer from the Army would be the beginning of demoralising the Army,'' Narayanan said.
