UT-cadre docs want their man as DHS

CHANDIGARH, June 9: Noting that senior doctors are available from the UT cadre, UT-cadre doctors have once again opposed giving the post of UT Director, Health Services (DHS) to a Punjab or Haryana cadre doctor. The issue has arisen following the repatriation of Health Services Director Dr R. S. Sandhu to his parent state where he will join as Director, Health and Family Welfare.

"In spite of having doctors who are senior to those of Punjab or Haryana cadre, we are not eligible for it because of defective rules," complained a doctor on condition of anonymity. UT rules specify that, conventionally, the post must be filled by Punjab or Haryana cadre doctors. No provision for promotion to the post exists for UT-cadre doctors.

The UT doctors' petition challenging the rules is in court. Although a change in rules will require elaborate measures, doctors have pressed for an ad hoc arrangement until the court rules on the matter. Doctors' earlier representations to the government seeking amendment of rules were rejected but sources say that once again representations questioning the rules have been made to UT Administrator Lt Gen B. K. N. Chhibber.

A senior doctor remarked: "It is a matter of deep concern that no promotion is granted to UT-cadre doctors despite their having more than 20 years of service. This can lead to frustration besides undermining output and will to work."

Dr R. S. Sandhu, the present Director Health Services, a deputationist who served here for more than two years, is waiting to be relieved.
