SAS NAGAR, JUNE 16: Ask someone where is Sector 56 and the most likely answer would be: "In Chandigarh, of course."Wrong. It falls in the adjacent township of Mohali. Most people would have known that, had you had asked for Phase VI. The Phase-Sector problem in the township continues to confound everyone.
When the township came into existence in the sixties, it developed Phase-vise, as the Punjab government acquired land from the villages in phases and the township developed accordingly. Hence, the mind-set of the people is attuned to the Phase system. Interestingly, most of the residents of the township won't be very sure of the sector they live in, but ask about the Phase and there will no confusion.
To add to the confusion, the industrial area phases are numbered the same way. Only after Phase XI, have sectors been clearly marked.
The people criticise this concept of phases floated by the authorities 27 years ago. They say that if the phases were to be called sectors, then the authorities should have stuck to `sectors' from the very beginning. Now the sector system only befuddles. P.S.Khera, a resident of Phase III-B-2, says: "Either the sector concept should be strictly followed or the authorities should revert to the old system." Despite PUDA having put up boards in each phase mentioning the sector number, as well as mentioning the sector on road maps, the people still are not sure in which sector they live or have to go.
Even auto-rickshawmen, richshaw-pullers, taxi drivers and local bus conductors don't know which phase is which sector. And shopkeepers continue to display the phase number on their shop and mention the same in all bills and business correspondence. To make the things worse, phases I to IX in industrial area are numbered the same way as the residential phases. There is a constant mix-up between the nine phases of industrial area and the nine residential phases out of the total of eleven. Mohali Industries Association president, R.S. Sachdeva suggested that the phase system be continued in industrial area, while the sector system be followed in residential areas.
This is in keeping with the meandering course in the development of the township. Initially, it was conceived as the third phase of Chandigarh. Acquired and developed in phases, it carries the legacy of phases, causing confusion in the minds of residents and visitors alike. And as an PUDA official says: "Planned as an industrial focal point it became an urban estate."
