NEW DELHI, JUNE 27: The BJP today said it was not averse to the idea of convening a special session of the Rajya Sabha to discuss the Kargil conflict provided the members were asked to keep their speeches within a framework.``This framework could be prepared by the political parties after mutual consultations,'' BJP vice-president J P Mathur observed here today.
This was necessary, he said, to ensure that the discussions on the conflict in the Upper House did not affect the morale of the armed forces at a time when they were engaged in a difficult operation to evict the Pakistani intruders from the Indian side of the Line of Control.
Keeping in view the sensitivity of these operations, it was also vitally important, he said, that the members did not force the Government to come out with details of the efforts being made by the armed forces. ``There are certain things which should remain secret,'' Mathur pointed out.
According to him, the House should move a joint resolution before taking up thediscussion. ``It could be moved either by the Prime Minister, or the Leader of Opposition or even the Chair,'' he said.
Elsewhere in Hyderabad, Chief Minister and TDP president N. Chandrababu Naidu has expressed the view that convening a special session of Rajya Sabha to discuss the Kargil situation might lead to "politicisation of the issue" which might not be in the interests of the country.
"We are not against convening a session of the Upper House though that is not the primary issue now. But, if someone speaks in a negative tone during the discussions it would have international ramifications," Naidu said at a press conference today.
The chief minister, however, said that the BJP government should take all political parties into confidence and seek suggestions from them on how to handle the intrusion of militants into the Kargil sector.
"The immediate task before us is to force back the infiltrators at the earliest. This is not the time to criticise each other and no party including the BJPshould attempt to politicise the issue," Naidu observed.
The chief minister refused to comment when asked if he was happy over the manner in which the Vajpayee government tackled the situation. All parties and sections should support the government without resorting to fault finding, he felt.
