Giving details of the package, an official spokesman said that the displaced families would get 9 kgs of foodgrains, including 7 kgs of rice and 2 kgs of atta in Kashmir division and 7 kgs of atta and 2 kgs of rice in Jammu division, per person per month. Besides 10 litres of kerosene per family per month, a cash assistance of Rs 200 per member of displaced families per month and cost of medical treatment including cost of drugs, would also be given.

In addition to the above recurring expenditure, the next of kin of the deceased, will receive, Rs one lakh as a one time relief, while one blanket per member of displaced family will be made available subject to a ceiling of six blankets per family. This relief will be available in Kargil and Leh districts only, the spokesman added.

The spokesman enumerated that the norms prescribed forprovision of relief, which include ex-gratia payment to relatives of the deceased and the cost of medical treatment, will be applicable to all border villages coming under cross border shelling/firing. However, the other relief items would be entitled to only such families as have been displaced from the five kilometer belt from the LoC and from villages between the International Border in Jammu and Kashmir districts, except Leh and Kargil districts, where no such exception will be made.

The Divisional Commissioners of Kashmir and Jammu would be the Nodal Officers for their respective divisions and they will interact with the Home Department for the purpose of release of funds and rendering of accounts and will directly oversee the relief measures, the spokesman said.

The spokesman said the state government had projected the requirements to the Centre for the displaced persons and the Chief Minister, Dr Farooq Abdullah had personally taken up the issue with the Prime Minister and the Home Minister duringtheir visits to the state and also in the national capital.

He said the Centre has concurred with the proposal of the state government and agreed to reimburse the expenditure to be incurred on providing relief to affected and displaced persons in Kargil and other areas of the state.
