CHANDIGARH, July 2: The Municipal Corporation today cleared the ban on the use of polythene bags and approved proper staffing of community centres in various parts of the city. Today's meeting, however, was the longest-ever as councillors exchanged notes amidst bedlam in the House over the issue of Administration sending a letter to Mayor conveying that commissioner is competent to take decisions of the Corporation till he relinquishes charge.However, the issues related to fixing of tariff for community centres, auction of commercial sites near CITCO petrol pump and shops in Manimajra has been deferred till the next meeting of 29-member House of the Corporation.
As soon as the House assembled in the morning, the BJP-SAD councillors raised a voice of protest against Mayor for interfering in the functioning of the Commissioner.
They demanded a discussion on the issue as it was related to the public, but the Mayor rejected the demand leading to a bedlam in the House. Work in the House was stalled for half an hour during which allegations and counter allegation were levelled by the councillors. While the BJP-SAD councillors said that by writing a letter the Mayor had degraded the dignity of the Chair of the House, the ruling party members contested the charges.
When the House assembled again after the tea break, BJP councillor Des Raj Tandon pressed for a discussion on his agenda item `short notice inquiries' over the Mayor's letter to the Commissioner. The Mayor promised an open discussion on the item in the end and a copy of the letters of Administration and Mayor were placed before the House.
Later, the creation of posts for setting up of 10 complaint centres, which was approved by the Finance and Contract Committee, was deferred due to lack of unanimity among the councillors. But, the revised estimate amounting Rs 33.62 lakh for boring and installing deep tubewells for supplying drinking water to Pipliwala town and Shanti Nagar, Manimajra.
Heated arguments again took place between the members of the ruling and Opposition parties when the issue regarding removal of encroachment was tabled for discussion by nominated councillor Maj Gen Gurdial Singh.
Participating in the discussion, ex-mayor Gian Chand Gupta held ruling party House leader R.L. Arora responsible for stalling the anti-encroachment drive in Sector 23. On this, Arora clarified that he was not against the drive, but wanted the drive to be uniform and planned, starting right from Sector 2 to Sector 48 without any discrimination.
