Talking to journalists at the party headquarters here, Gujarat PCC chief C D Patel and CLP leader Amar Sinh Chaudhary said the Governor should "recommend the dismissal of the Government under Article 356 as it has no right to continue in office after failing to protect the lives and properties of citizens and conniving in the incidents of violence."

Both leaders also sought a judicial probe into the communal violence in Ahmedabad. The Congress added it had incontrovertible evidence to show that the riots were planned, provoked and executed by the BJP and other constituents of the Sangh Parivar like the Bajrang Dal and the Vishwa Hindu Parishad (VHP).

It quoted an First Information Report (FIR) lodged in anAhmedabad police station, at Gomtipur, in which activists of the Bajrang Dal, the VHP and the BJP were named as assailants.

One of the incidents the Congress referred to as proof of the BJP's connivance is the Kalipur riots in which a BJP corporator, Brahma Bhat, and an ex-MLA, Bhupendra Khatri, planned the whole thing. They apparently asked one of their followers Om Prakash Panchal to inflict wounds on himself and blame the Muslims for it. This led to tension in the area. Later, the Forensic science laboratory proved the wounds were self-inflicted while Panchal confessed he was asked to give "false evidence".
