New schools may lose out on government's grant-in-aid

AHMEDABAD, Aug 9: As part of its new grant-in-aid policy, the Education Department recently released four circulars which have far-reaching implications. As per the new circulars, the Government will not give 100 per cent grant to new schools as was the norm till now. Maintenance grant to all schools has also been scrapped. This means that schools will probably charge higher fees to make up for the shortfall.

According to the circulars, the State Government will give 100 per cent salary grant to new schools for the first three years. In the fourth year, the schools will receive 75 per cent grant, while the remaining 25 per cent will have to be forked out by the school management. And from the fifth year onwards, this grant will decrease to 60 per cent, with the schools having to make provision for the remaining 40 per cent. For this, the management can charge higher fee from students.

The Government has not announced any maintenance grants and the schools would have to collect money for maintenance from students. The Government has specified a fee for secondary and higher secondary standard students towards school maintenance. According to the circular, standard VII students will have to pay Rs 35 per month, standard IX students Rs 40, SSC students Rs 45, standard 11 students Rs 50 and HSC students Rs 60 for school maintenance. Till now, secondary and higher secondary students used to pay a nominal fee of about Rs 14.

The circulars have also provided for granting permission to open new schools. According to the new policy, the Government will give permission for a new secondary school if there is none within a 10-km radius in urban areas and five-km radius in tribal areas.

On appointment of teachers, the circular says if there is more than one vacancy, only the first appointment would be according to Government payscales and the subsequent appointments would be on a fixed payscale for five years. The Government has laid down a fixed amount of Rs 500 for peons, Rs 2,500 for clerks, Rs 4,000 for secondary teachers and Rs 4,500 for higher secondary teachers.
