Starr wins appeal on grand jury leaks

WASHINGTON, Sept 14: Independent counsel Kenneth Starr, whose investigations led to impeachment proceedings against President Bill Clinton, won a legal victory here on Monday when an appeals court ruled he should not face criminal charges for leaking grand jury information.

In a statement Starr called the case against him an attempt to ``distract'' his own investigation of Clinton. The court ruled that a lower district court judge used the wrong standard when she ruled that there was enough evidence for Starr's office to face criminal charges for leaking confidential proceedings from a grand jury.
