HAZARIBAGH, SEPT 14: The BJP has decided to adopt the National Agenda for Governance (NAG) as its manifesto for ongoing Parliamentary elections instead of issuing its own. However, the Vananchal unit of the party has issued its own manifesto.The "supplementary manifesto", as BJP has titled it, has been issued so as to act as a "guiding force" for the National Democratic Alliance in the formation and development of a separate Vananchal State.
The 51-point manifesto promises to shortly complete the formation of the separate state with Ranchi as its capital and Dumka as a sub-capital. There will be a High Court at Ranchi with its bench at Dumka.
The separate State may be nowhere in sight at the moment but the BJP has already constituted a committee of its office bearers for Vananchal. "This is the first time that the Vananchal unit of the party is contesting elections on its own, without the support of our Bihar unit. We are generating our own resources," claimed Sanjay Seth, former President ofVananchal unit of the BJP.
BJP leaders justify their decision to issue a supplementary manifesto as NAG could not take up various aspects of formation and development of the separate State. "The NAG only promises creation of Vananchal but does not say anything about the resources and infrastructure of the new State'', said a senior BJP leader.
The manifesto rejects Laloo Prasad Yadav's concept of Greater Jharkhand comprising 26 districts of four States and reasserts its commitment to Vananchal comprising of 18 districts of Bihar. The party also disapproves of the Jharkhand State which has become synonymous of corruption, vested interests and political compromises "due to misdeeds of leaders of the Jharkhand movement".
The BJP would prepare a comprehensive policy for development of the region by using its rich natural resources and would speed up the process to remove disparity in distribution of resources between the Centre and States and will try to check extremists' activities in the region, themanifesto promises. The preamble of the manifesto reminds people of implementation of various projects like a super thermal power project, Kodarma-Hazaribagh-Ranchi railway line worth Rs 20,000 crore during 13-month BJP-led Government at the Centre as part of Rs 85,000 crore package proposed by the party.
The party has listed development of an ordinance factory, a mini-steel plant in West Singhbhumi, BCCL, Sindari Fertiliser Factory etc and revival of several sick industrial units like Heavy Engineering Corporation, Electrical Equipment Factory, a watch factory and Japla Cement Factory as proposed investments after formation of the separate State. The BJP manifesto also promises an investment of Rs 20,000 crore for various power projects and Rs 30,000 crore for development of forest-based resources.
