Kalmadi's contention is that once people have voted and ballot boxes sealed, the incumbent government only functions like a regular government but is not one.

``It's a care-taker government and they must respect that. The EC lifting its code was basically for administrative purposes but the state cabinet has been meeting regularly and taking policy decisions and other decisions which is not correct. They have no authority to take such decisions,'' he stated.
