NEW DELHI, SEPT 24: India's agenda for negotiations at the forthcoming third ministerial conference of the World Trade Organisation (WTO) in Seattle has not been finalised as yet. Speaking at a round table conference on WTO organised by the Federation of Indian Export Organisation (FIEO), N N Khanna, Special Secretary, Ministry of Commerce, said the agenda was still evolving.Khanna said whatever position was adopted must be taken with a specific purpose at the Seattle conference which is starting from November 30. He said this round was an important one because it might set the stage for the launching of a comprehensive new round of trade negotiations (christened the `Millennium Round') not only to liberalise trade further, but also to include new issues in the multilateral trade agenda.
He said this time the delegation would not comprise only Government officials but also industry representatives to present a holistic view on the issues.
Speaking on one of India's key demands at WTO, that ofanti-dumping, Khanna said it was a legislative trading policy instrument which was meant to protect countries from unfair trade practices. ``The problem comes only when it is misused. Such instruments must be used with care, '' he said. Khanna said although decisions at WTO were taken through consensus there had to be a general agreement on anti-dumping.
At present, the anti-dumping agreement does not have any special provisions in favour of developing countries.
