Pronouncing the directions in the open court on PGI technologist Santok Singh's petition, Justice V.S. Aggarwal of the High Court, however, granted the respondent exemption from personal appearance "till further orders".

In his petition, Santok Singh had alleged that "notwithstanding the specific order of the High Court and the dismissal of the LPA against it", the same had not been complied with.

Going into the background of the case, the counsel for the petitioner had stated that the High Court had directed the PGI to make regular promotion in accordance with law, to the post of assistant engineer technologist grade-I, within three months, "considering only those employees who were eligible on the date when the post fell vacant".

The PGI, the counsel had added, was also "directed to pay the petitioner a salary of higher post with effect from the date when he worked against that post after deducting the amount paid to him".
