UT police seek modern weaponry

Chandigarh, Oct 4: With a view to "increasing the efficiency and competence" of the force, the Chandigarh Police has submitted a detailed modernisation proposal to the UT Administration. It is learnt that the proposal seeks induction of latest technology in the areas of investigation, traffic management, law and order, communication and security systems.

Prepared by senior police officials, the 60-point proposal would require several crore rupees to implement in toto. A note appended to the proposal says that it was "formulated taking into account the present situation as well as the socio-economic and demographic changes envisaged in the next decade".

According to sources, the police have asked for modern weapons such as the Machine Pistol-5 (MP-5), Glock pistols, sniper rifles and AK-47s. By rough estimate, the new weapons, which are mainly required in close quarter battles, would cost about Rs 50 lakhs. Offical sources hinted that as yet only agencies such as Special Protection Guards or National Security Guards possess such weapons. The police plans to "rationalise the holding of weapons by phasing out old and obsolete weapons."

The police have sought a bomb disposal squad (BDS) with technical equipment, and an anti-sabotage team. Creation of these units would cost about Rs 2.1 crore. Presently, the city police has no BDS.

The police are also keen to get a fully equipped moble forensic science laboratory. Presently the police take the help of neighbouring states and Central agencies, leading to delay in investigation, adds the proposal.

The police wish-list also has an interrogation room equipped with video-recording facility and tape recorder one for each police station and for other wings as well.

To aid investigations, they are requesting a polygraph (better known as the lie-detector), a poli-light PL-500 (used for detection of chance prints from a variety of surfaces on which conventional fingerprinting techniques are ineffective) and a poli-view (forensic science image capturing and enhancement system for documents and finger print examination). Additionally, they have demanded a Master Evidence Vaccuum Sweeper Kit enabling them to collect physical clues from crime scenes.

The police have also sought four night-vision devices and 50 sets of bullet-proof gear for personnel on security duty. They want 25 sets of sophisticated security surveillance equipment (closed circuit monitors, video cameras and sensors). Special protection lights and security protection alarms for important installations and persons have also been requested.

  • Monitoring equipment for cellular phones, e-mails, fax, pagers and radio communication
  • Bullet-proof vehicle, including tractor
  • Bomb disposal squad
  • Mobile radio frequency jammer and initiator for VIP security
  • Pre-fabricated structures in place of tents for guards.
