Constable moves court against inspector, 2 SIs

CHANDIGARH, OCT 4: A sector 17 police constable today moved court alleging illegal detention and third degree torture at the hands of an inspector and two sub-inspectors of Sector 36 police station.

Constable Bhag Chand alleged that the above mentioned officers tortured him so as to extort a confession from him to the effect that "he had snatched chains in the city during the past". The complaint against Inspector Baljit Singh Chadha and sub inspectors Sukhdip Singh and Baljit Singh under Sections 166, 326, 330 and 331 of the IPC was given in the court of UT Chief Judicial Magistrate Sant Parkash who further marked it to a JMIC.

In the complaint Bhag Chand stated that on October 1 he had gone to Shimla on official duty. After returning to Chandigarh at about 8.45 p.m. he went to Sector 22 for dinner. It was added that around 9 p.m. Inspector Baljit Singh Chadha of Sector 36 police station came there on routine patrolling and ordered his policemen to lift Bhag Chand who was in civilian clothes.

Bhag Chand alleged that despite repeated requests he was not let off. Instead, he was taken to Sector 36 police station where he was allegedly stripped by SI Sukhdip Singh. Bhag Chand further alleged that a big iron rod was applied on his thighs and private parts. He added that the officers kept insisting on the confession that Bhag Chand had committed chain snatching.

The constable added, "When I refused to accept, they subjected me to third degree torture. On October 2, three officers of CIA staff came there and interrogated me regarding alleged involvement in other criminal offences."

Bhag Chand added that he was later let off by the inspector who threatened to implicate him in other criminal offences in case he brought the said matter to the notice of any authority.

Meanwhile, Bhag Chand has given a separate complaint to UT Inspector General of Police.
