CHANDIGARH, Nov 5: In an important development here today, UT Civil Judge (senior division) Sant Parkash ordered the release of attached heads of Punjab Irrigation department for the time being. Earlier on October 16, the court had ordered to issue warrant of attachment of the head 2701 Major and Medium Irrigation (non plan) after the department failed to clear the dues of plaintiff Sharma Associates who had undertaken some work of the department.Disposing of the application filed here by about 250 low paid employees of the department, the Magistrate today ordered the release of the heads in question. The workers who requested for release of pay in view of the festive season ahead, were present in the court today when the order was dictated.
While considering the application, the Magistrate also called the Treasury Officer in the court. He informed the court that the pay of all high ranking officers had already been released on October 28 whereas the pay of less paid workers had been withheld after the receipt of attachment order.
Ordering the release of heads, the Magistrate observed that it's Diwali and non-release of pay would amount to causing hardship to low-paid workers. He held: "High rankers got the salaries released before the receipt of court order. It is the hierarchy of senior officers which is responsible for payment to debt holder."
Prevention of dengue: Notice to Admn, MC
The court of UT Civil Judge (junior division) Baljinder Singh today issued notice for November 10 to UT Administration, Municipal Corporation, Director of Health Services and other defendants, on a public interest litigation seeking the court to direct the defendants to prevent the spread of dengue and viral infections.
In the PIL filed here by a human rights organisation, Ahsaas, and one Pritpal Singh, the plaintiffs also requested the court to direct Medical Officer Health, UT, and medical superintendents of PGI, General Hospital and GMCH-32 to provide adequate facilities for blood tests to slum dwellers and also to provide necessary treatment to those suffering from dengue.
Ex-judge challaned by CBI
The Central Bureau of Investigation team today presented the chargesheet against M.S. Walia, the suspended Bhatinda civil sub judge charged with corruption.
The challan was submitted in the court of S.S. Lamba, who is the Special Judge trying corruption cases. Taking up the case, the Judge today fixed November 15 for supply of documents of the challan to the accused. Allegations against M.S. Waila are that he earned assets disproportionate to his known sources of income.
