Death penalty is not a deterrent, says ex-cop

CHENNAI, NOV 12: Death penalty has never been a deterrant and should be abhorred by civilised society, former DGP V R Lakshminarayanan said today.

At a media conference organised by the `Campaign Against Death Penalty', he said that the campaign headed by a committee of eminent citizens, was for the abolition of Section 302 of the Indian Penal Code (IPC) which prescribed death penalty as a punitive measure for homicide.

Death penalty was based on `retributive theory' and killing a person was not just dehumanising but purposeless. Dead persons never learn lessons.
