Reddy issued orders out of his jurisdiction -- IGP

Arvind Chhabra
Chandigarh, Nov 15: "Former UT Senior Superintendent of Police C.S.R. Reddy issued transfer orders out of his jurisdiction which is why we had to keep them in abeyance," said UT Inspector General of Police S.K. Singh. Singh was commenting on the staying of transfers of more than 100 police personnel ordered by Reddy just a few days before his own transfer. About those transfers which were done "within Reddy's jurisdiction", Singh said some of these were "untimely and were being looked into".

Only a day after Reddy was posted out on November 9, the department ordered that these transfers be kept in abeyance. More than 100 police personnel were transferred between November 1 and 9. While most of those transferred were constables and head constables, these also included about 25 non-gazetted officers. Reddy was not available for comment.

The transfer orders were issued by Senior Superintendent of Police (Headquarters) Ajay Kashyap on the instructions of the IGP while the latter was away to Hyderabad on an official tour. Singh, who rejoined office today, said the orders will be changed as Reddy issued them "out of his jurisdiction".

It may be recalled that about a month ago, the IGP had announced a major shift in the transfer policy of police personnel. Earlier, the UT SSP was authorised to make all kinds of transfers, but as per the fresh policy he can order postings only from one police station to the other. The SSP headquarters has been authorised to issue inter-unit transfers.

Reddy had issued about 19 transfers from one police station to another which have also been stayed. Singh said: "Some of these are not timely. There has to be some rationale in any act and in some of these postings it was missing. These have not been cancelled but we are looking into them and only those postings which will be found feasible will be retained."
