40 per cent job cuts in AMC recommended

AHMEDABAD, Nov 16: The report of consultancy firm Fergusson, which has recommended 40 per cent job cuts at Ahmedabad Municipal Corporation (AMC), will be presented before the statnding committee for approval by mid-December.

The report has suggested major changes at the deputy municipal commissioner level too. According to sources, the report has suggested that deputy municipal commissioners should handle single departments. For instance, a DyMC in charge of finance should look after octroi, tax, and other revenue generating departments alone; he should not be burdended with the charge of administering a zone. DyMCs in charge of zones shouldn't be burdened with other work, so that they are available to the public.

The report also recommends a DyMC to take charge of health, and one to take charge of town planning. It also suggested that each DyMC should have an assistant commissioner and an assistant city manager.

Moreover, the report has also said that the corporation should also give some powers to DyMCs for clearing files; all files should not be sent to the commissioner for approval.

At the Municipal Commisssioner level, the report suggests the creation of the posts of an additional commissioner and an assistant commissioner.

The recommendation that is likely to come in for most opposition, however, is that of the 40 per cent job cuts. Permanent employees are unlikely to be affected, but the 15,000 daily wagers will be the first to be affected should the recommendation be approved.

Consultants found the health, town planning, births & deaths, and some other departments to be overstaffed. On the other hand, they said the tax and octroi departments could do with more staff.

The report has also suggested that the corporation should fix a time frame for speedy disposal of various applications received. The time frame has been suggested by the report, but it is upto the standing committee to accept the report without any changes, or decide its own time frame.

However, officials who have gone through the report say that looking at the workload it is practically not viable for the corporation to impose any cuts. They said that the report has suggested 25 per cent cut in his department, which is not practicable.

Sources in the ruling BJP said that after going through the primary report, the elected wing had stopped further recuitments of daily wagers. New posts are also not being sanctioned, and time frames are being set for completion of work.
