Karnataka bonanza for college teachers

BANGALORE, NOV 17: The State Government on Tuesday awarded the revised University Grants Commission (UGC) pay scales to the teaching staff of universities, government and aided colleges, the university-run colleges, and the colleges of education.

The revised pay scales have been extended with retrospective effect from January 1, 1996. The new scale will be as follows: Lecturer: Rs 8,000-275-Rs 13,500; Lecturer (Senior scale): Rs 10,000-325-Rs 15,200; Lecturer (Selection grade), Reader: Rs 12,000-420-Rs 18,300; Principal grade-I: Rs 12,000-420-Rs 18,300 (effective from Aug 2, 96); Librarian (selection grade), Director of Physical Education (selection grade): Rs 12,000-420-Rs 18,300; Librarian (senior scale), Director of Physical Education (Senior scale): Rs 10,000-325-Rs 15,200; Librarian, Director of Physical Education: Rs 8,000-275-Rs 13,500. In respect of the aided colleges of education, there is, however, only one post of principal in the pay scale of Rs 12,000-420-Rs 18,300, applicable since the post iscreated.

Eighty per cent of the arrears and allowances from January 1, 1996 to May 31, 1999 will be given in the form of national savings certificates (NSC). The rest will be paid in cash. Those retired and resigned, and the legal heir of those dead will, however, receive the arrears in cash.

The Centre will chip in 80 per cent of the burden, and the State 20 per cent till March 2000. The State will have to bear 80 per cent after that. The revision has caused an extra burden of Rs 40 crore on the exchequer.

Those who held PhD degree at the time of recruitment as lecturers will get four advance increments. Candidates with D.Litt/D Sc will also get same benefits. Those who held M Phil/M Litt when recruited as lectures will get two advance increments. Those who were on rolls as on January 1, 1996 are, however, not eligible for these benefits. Those with M Phil when recruited, and did PHd in two years will get one increment.

The minimum length of service for eligibility to move into the grade of lecturer(senior scale) would be four years for those holding PhD, five years for those with M Phil, and six years for others. The eligibility for entering the grade of lecturer (selection grade), would be a minimum of five years of service in the senior scale.

The eligibility for selection as lecturer (senior scale) will be completion of six years of service after regular appointment. The relaxation of one year will be extended for those with M Phil and two years for those with PhD. He or she should have participated in one orientation course and one refresher course.

For selection as lecturer (selection grade), the lecturer must have completed five years in senior scale, and should have good performance appraisal reports.

The participation in orientation or refresher courses or summer institutes, and having satisfactory performance appraisal reports, is mandatory for career advancement from lecturer to lecturer (senior scale) to lecturer (selection grade). Wherever the requirement of orientation or refreshercourses remains incomplete, promotions will not be held up. But these must be completed before December 31, 2000.

Meanwhile, the Federation of University and Teachers' Association has urged the Government to give at least 50 per cent of the arrears in cash.
