For land-grabbers, anti-encroachment drives are just little

S.A.S. NAGAR, NOV 29: To the determined land-grabbers of this township, anti-encroachment drives are little more than a temporary inconvenience. The Punjab Urban Planning and Development Authority tears down illegal structure and no sooner are the authorities' backs turned that than the encroachers rebuild.

PUDA's last demolition exercise was conducted from June 22 to 25 but, according to sources, before the drive could gather momentum, it was suddenly suspended.

Today, when Newsline visited the sites where PUDA carried out demolitions some five months ago, almost all the structures were back. The dairies which were razed in June are back and flourishing.

The dairymen claimed to be tenants and unaware of the actual owner of the land. Said one of the dairymen: "I've been living at this spot for the past 14 years and seen many such drives, but the fact is, I have no where else to go." Admitting that he had no permission from PUDA, he contended that his long period of occupation should entitle him to rehabilitation. The other dairy owners echoed his views.

Another "demolished" dairy in Sector 51 adjacent to Yadavindra Public School is also back again. This dairyman also claims that he has no where to go.Some 60 "demolished" jhuggis behind Jhoota Kut Colony were demolished last June have resurfaced. Colony residents shrug at the mention of demolition drives. The labourers described the drives as one of the "normal hazards" involved in working in the city. All they ask is a few hours warning to allow them to remove their meagre belongings.

One colony resident of 20 years claimed: "Most of us are old-timers here; we have voter cards, ration cards and are listed in PUDA's surveys." He claimed that they are informed when ever the demolition drive is scheduled.In the Phase XI rehri market, many of the 65 targeted kiosks are back after the June demolition. According to sources, old kiosks were removed rather than the unauthorised ones. All these illegal structures are on prime land which PUDA has earmarked either for institutional, commercial purposes or for green belt, said sources.

PUDA Additional Chief Administrator Depinder Singh told Newsline that they will definitely take action against all these encroachers under the PUDA Act.
