NAINITAL: Nainital district is the first in the country to have 543 gram panchayats. According to director of the Uttar Pradesh Administrative Academy, R S Tolia, Nainital district has five tehsils and 578 revenue villages out of which 543 villages have completed the organisation of their own gram panchayats.

The oldest gram panchayat was organised in the district at Dhalkanda block which is called the Gurgadhi village panchayat.
