Irrational expectations
The `Rational Expectations' column in this paper last week put hire-and-fire labour laws at the top of the reforms agenda, the gravamen of the argument being that ``a CII survey of 210 firms in 1999 showed that labour regulations were a major reason for firms not expanding faster''.
