BSP MLA Mohammad Aleem Khan and his brother Haji Yunis, both 'history-sheeters', owned a circus. On June 5, 2003, a Delhi-based NGO, Pravasi Nepali Mitra Manch, lodged an FIR with Kotwali police station in Muzaffarnagar, alleging that boys and girls from Nepal were being forcibly kept at the circus. A case of wrongful confinement, criminal intimidation and causing hurt was lodged. Police raided the circus and rescued 32 boys and girls. The state government transferred the investigation to CB-CID, which filed a closure report and gave the brothers a clean chit on December 30, 2004. But a court summoned the accused on an application filed by some of the victims. Four girls alleged molestation by Yunus and Aleem and the circus staff, and one girl alleged rape. The case is still pending.
