When the Cabinet Committee on Security met to discuss the Sri Lanka situation last Thursday, there was near consensus that the Government should send someone as senior as the NSA to voice India’s views. The suggestion came from External Affairs Minister Pranab Mukherjee. NSA M K Narayanan, on his part, is said to have taken the view that the matter should be handled at the Foreign Ministry level for the moment. His professional assessment, however, invited some sharp observations from other ministers, who might have had their eye on Tamil Nadu politics. The Prime Minister finally settled it: the NSA would go, but accompanied by the Foreign Secretary.
