12th Plan to focus more on elementary education

Marking a shift in education policy,the 12th Plan will see the government focus more on strengthening of existing educational institutes instead of setting up new ones

Marking a shift in education policy,the 12th Plan will see the government focus more on strengthening of existing educational institutes instead of setting up new ones. The quality of education will also find focus,and the Human Resource Development Ministry will build in systems for a clear articulation and measurement of “learning outcomes” of each class. That apart,pre school/ nursery will finally come under the ambit of elementary education,the ministry has proposed.

While Rs 4.7 lakh crore is expected to be allocated to the sector,Rs 3.4 lakh crore will go to the school education and the remaining to higher education.

On the implementation of the Right to Education Act,besides the 90:10 Centre-state fund sharing arrangement for northeastern states,Jammu & Kashmir,Himachal Pradesh and Uttarakhand will also get special state status and similar Central funding. Nine special focus states — Chhattisgarh,Jharkhand,Andhra Pradesh,Uttar Pradesh,Bihar,Madhya Pradesh,Orissa,Rajasthan and West Bengal — will get funding in the Centre-state ratio of 75:25 while the rest of the states will have to make do with the original fund sharing pattern of 65:35.

Plan Targets:

ELEMENTARY EDUCATION

* Reduce dropout rates from current 42.39% and achieve universal retention

* Special focus on weaker section,minorities and children with disabilities in terms of access and retention

* Invest in teacher education and training

* Supports states in developing age-appropriate curricula

SECONDARY EDUCATION

* Push up Gross Enrolment Ratio for 14-16 yrs age group from 62.71 to 90% by 2017

* Integrate vocational education and learning of life skills

* Set up 500 new Kendriya Vidyalayas and 378 new Jawahar Navodaya Vidyalayas

* Revamp teachers education,support academic transformation

HIGHER EDUCATION

* Focus on campus redevelopment of old institutions,expansion of capacity through existing Central institution

* Funding state institutions through new flagship programme,Rashtriya Uchhatra Shiksha Abhiyan

* Creation of comprehensive student financial aid programmes at all levels and establishment of Credit Guarantee Fund for student loans

* Expand use of ICT and provide enhances connectivity (10 GBps from 1 GBps to every university and 1 GBps from 100 Mbps to every college)

* Launch of National Initiatives for Excellence in Basic Sciences,Excellence in Social Sciences and Humanities,Innovation and Entrepreneurship

* Special focus on minority,SC and ST concentrated districts
