4 cops acquitted in 1993 murder case

A special CBI court on Saturday acquitted four Punjab Police officials who were facing a trial for allegedly kidnapping and murdering an advocate Kulwant Singh and his family in the year 1993. Giving the benefit of doubt, all the four accused were acquitted.

The advocate, resident of Ropar, Kulwant Singh had a client named Manjit Kaur and her son who were detained by the Ropar Police. On January 25, 1993, Kulwant went to the police station at 9.30 pm to relieve Manjit and her son. Kulwant went to the police station with his wife and two year old son.

After that night, Kulwant, his wife and son went missing. On Febuary 12, Kulwant's car was found abandoned near Bhakra canal.

Jagir Singh, Kulwant's father, then reported to the concerned Senior Superintendent of Police (SSP) about his missing son and his family.

Jagir Singh was an advocate with the Punjab and Haryana High Court and a member of the Chandigarh district court bar council. Jagir Singh also demanded an action by the police for a search of his son and a formal FIR was registered on October 8, 1993.

Harpreet Singh aka Lucky was arrested on charges of kidnapping and murdering Kulwant Singh and his wife and son. Jagir Singh later filed a Civil Writ Petition in the Supreme Court, following which the apex court pronounced an order on December 7, 1993 according to which the case was transferred to CBI.

The CBI established that Harpreet Singh was falsely implicated in the case and the case was closed. After another order by the Supreme Court, further inquiry in the case was ordered to the CBI.

Following the second order by the Supreme Court, the four police officials, SP Balwant Singh, then Inspector, CIA, Jaspal Singh and Arvindervir Singh, dismissed DSP's of Punjab Police and SI Darshan Singh were accused of kidnapping and murder.
