Five workers were injured when a dumper carrying garbage turned turtle on Eastern Express Highway at 8.30 am on Friday.
Driver Ganesh Jadhav (28) was later arrested by Vikroli Police for causing injury by rash and negligent driving. Police are checking if he was drunk at the time of the accident.
"He was subjected to tests to check inebriation. Reports are awaited," said a police officer.
The injured include Sanjay Rathod, Santosh Masraj, Ramesh Chavan, Suresh Jadhav and Krishna Rathod.
Two of them have been admitted to Rajawadi Hospital with head and shoulder injuries and are reportedly stable. The remaining three sustained minor injuries and were discharged after treatment.
