The state government directed the Social Welfare Directorate on Thursday to lodge an FIR against the Ram Swaroop Memorial College of Engineering and Management in Lucknow for allegedly duping 232 students belonging to the Scheduled Castes (SC) and committing a financial anomaly of Rs 99 lakh.
As per a state-run scheme for the SC community,the government charges no tuition fee from students who belong to families with annual income less than Rs 1 lakh. Usually,the students pay the fees at the time of admission. Later,they are reimbursed when the Social Welfare department pays the colleges.
According to officials,the college had to reimburse Rs 60 lakh to 232 BTech,MBA and MCA students for the 2009-10 session. The department,however,released Rs 121.62 lakh to the college. While an extra amount of Rs 39 lakh was released against the colleges demand for payment of fees,the department paid another Rs 21 lakh as it owed the amount from the previous year.
Following a complaint received in this regard,the government conducted an inquiry into the matter,said a source.
The college did not reimburse these 232 students. Also,it did not return Rs 39 lakh to the government that was released in excess, said Balvinder Kumar,Principal Secretary (Social Welfare Department). The department is also inquiring how an additional grant of Rs 39 lakh was released,he added.
The Social Welfare Directorate has now been directed to recover Rs 99 lakh from the college management. The government has also recommended to the Technical Education department to consider the cancellation of the colleges accreditation and take action according to rules. The department has been asked to verify the release of funds in other technical colleges as well.
Despite attempts,authorites from the college were unavailable for comment.
