The Punjab and Haryana High Court has issued a contempt notice to Deputy Inspector General of Police (Telecommunications) Haryana, Balbir Singh, for filing a false affidavit.A few years ago, several Haryana Police constables (drivers) had moved court demanding parity of pay with the drivers employed in civil departments. The Haryana government’s stand was that the constables were offered promotion avenues which were not open to other drivers. Balbir Singh, the then Superintendent of Police (Telecommunications), had filed an affidavit in court stating that a proposal had been sent for consideration to the Haryana government for promoting driver constables to head constables. The High Court ruled in favour of the petitioners and directed the Haryana government to grant equal pay to the drivers. Challenging the order, Haryana government moved the Supreme Court, which set aside the HC order. The drivers, however, moved court again submitting that the Haryana government had not fulfilled any of its promises. Later, it was discovered that the affidavit was incorrect and no such proposal was sent to the Haryana government for consideration.
