Midway through the organisational elections, the Congress party is understood to have already reached at a broader consensus to pass a single-line resolution on July 24,leaving the choice of new candidate for the Himachal Pradesh Congress Committee (PCC) president up to AICC chief Sonia Gandhi.

The decision was taken in a meeting between pradesh returning officer for organisational elections Rajni Patil, assistant and district returning officers, and PCC president Kaul Singh Thakur in Shimla on Monday. Patil said a meeting of the PCC general house would be held on July 24 to pass the resolution.

Leaving the complaints in some of the block committees unattended,Patil also issued directions to hold the election for district presidents across the state on Tuesday.

Apart from Lahaul-Spiti and Kinnaur, elections in 10 districts will be held on July 20. In Una,the polls will be conducted on July 21. The Congress has divided Shimla district into two parts — Shimla Urban and Shimla Rural — for the purpose of elections.

The most watched Rohru block of Shimla Rural — the Assembly constituency earlier represented by Union Minister for Steel Virbhadra Singh — has not been able to send any delegate to the PCC and will also not be able to participate in the election of district president. The assistant returning officer and observer at Rohru held two separate elections, resulting in a controversy, after which the elections were stayed. The issue will be sorted out after the PCC chief’s election.

Suleh in Kangra and a couple of other blocks, too, will have to stay away from the next round of polls as the controversies here remain unsolved after the elections were stayed.
