On November 26, 2008, just hours before Lashkar-e-Taiba terrorists attacked Mumbai, India handed over its latest list of 42 terror suspects to Pakistan. This was also the last updated list, which comprised 32 Indian and 10 Pakistani fugitives wanted for terror and related crimes in India.
The list, which was handed over by Home Secretary Madhukar Gupta in Pakistan during talks with his counterpart on November 25-26 under the composite dialogue, included the names of Masood Azhar, Dawood Ibrahim and Tiger Memon among others.
At the Joint Anti Terror Mechanism (JATM), formed after the Mumbai local train blasts in 2006, India had given a list of 48. It was updated and handed over again on November 26. The same evening 10 Pakistani terrorists carried out the most brazen attack on India.
In its dossier on the Mumbai attacks, which was distributed to representatives of all countries accredited in India, the government has a section that lists out 10 separate occasions since August 2004 during which evidence of Pak-based terror outfits and ISI being active in the country were handed over. The 10 occasions include the three top secret JATM meetings.
In August 2004, India had handed over a list of 25 most wanted fugitives, which increased to 30 by August 2005 and to 35 in May 2006. The same list with details of red-corner notices were repeated in March 2007 when the JATM met for the first time. After that, the Indian team went on to compile a separate list for JATM based on latest interrogation records.
