The Budget outlay for the Home Ministry more than doubles the allocations for both criminal investigation and vigilance. Finance Minister Pranab Mukherjee also announced a new Plan scheme for housing personnel of Central paramilitary forces,with an allocation of Rs 2,174 crore and starting next financial year. The budgets for the Intelligence Bureau and the National Investigation Agency too are up.
Yet,the Budget has proposed a nominal hike of Rs 10 crore to the existing outlay of Rs 130 crore for special infrastructure in states affected by left-wing extremism.
Overall,Homes outlay for the next financial is up by 16.72 per cent over last years allocation Rs 55,469 crore against Rs 47,520 crore. However,the major portion of the hike is because of increase in salary.
The Plan allocation under the prestigious Crime and Criminal Tracking Network System (CCTNS) project has increased from Rs 175 crore in the Budget Estimate (BE) for 2010-11 and Rs 135 crore in the Revised Estimate (RE) that year to Rs 384 crore in the BE for 2011-12. The Plan allocation under the National Population Register Scheme is up from Rs 683.55 crore in BE 2010-11 to Rs 1,668.37 crore in RE 2010-11 and to Rs 3,038.63 crore in BE 2011-12.
Mukherjee has proposed a total Rs 909.92 crore for the Intelligence Bureau.
The National Investigation Agency (NIA) has an allocation of Rs 55.68 crore,an increase of Rs 16.33 crore.
The Budget has also proposed Rs 125 crore for a Mission Mode Project on Immigration,Visa and Foreigners Registration and Tracking. Its core objective is to develop and implement a secure and integrated service delivery framework to facilitate legitimate travellers while strengthening security.
The National Intelligence Grid has been earmarked Rs 39.75 crore.
The Budget has also proposed Rs 109.74 crore to criminal investigation and vigilance,more than twice the Rs 51.16 crore of last year. Under border management,Rs 967.69 crore has been allotted for coastal security,maintenance of border work and setting up of new border outposts,while Rs 14.40 crore has been proposed for assistance to counter-insurgency and anti-terrorist schools against Rs 4.50 crore last fiscal.
