Major reforms Bills in higher education likely in Parliament session

    Aimed at taking its reforms process on a fast track, the HRD Ministry plans to introduce three Bills on higher education, including one on setting up of a national accreditation body, during the current Parliament session.

    Apart from the Bill on the national accreditation body, the ministry has already drafted two more on setting up of educational tribunals and on checking malpractices in institutions of higher learning. The Bills are expected to come before the Union Cabinet this week.

    "The Lok Sabha Secretariat has been indicated that the ministry wants to introduce these Bills this session. Once the Cabinet clears them, they would be introduced," ministry sources said.

    The government wants to set up a National Commission for Higher Education and Research (NCHER) as an overarching body in higher education. The accreditation norms and standards will be laid down by the proposed NCHER. The accreditation body will follow the norms and give registration to all types of institutions, including those offering medical education. Institutions failing to get through the accreditation norms may be closed down or given certain amount of time to comply the requirements.

    The government has planned the setting up of NCHER on the basis of recommendations of the Yashpal Committee and the National Knowledge Commission (NKC). Sources said that institutions like the education tribunal or the accreditation agency can exist in the present regulatory structure and transfer to the new regulatory structure after the NCHER comes into existence.

    The PMO has sought views of the ministry about Yashpal's objection to the proposal for setting of two overarching bodies -- one in higher education and one in medical education, they said.

Apparently cause of higher education has been badly mauled as it appears. In the present knowledge driven world only quality education would ensure us to become a developed nation. Half-baked degrees or bogus parchments from fake universities would cause more harm than any good. Ills of professional education in our country need immediate corrective actions such as - Common Syllabus. There is urgent need to evolve common syllabus throughout the country in healthcare, engineering & management at undergraduate level. To be begin with. There can be common term-end examinations & well defined yardsticks for internal assessments. States & universities can be persuaded to accept common denominator in national interest rather than infringement on their rights which are only concurrent.
