NHRC puts police in dock for Mangalkot incident,sends notice to state govt

A day after state Home Secretary Ardhendu Sen gave a clean chit to the police for the incident at Mangalkot where eight Congress MLAs,including Congress Legislature Party leader Manas Bhuniya,were assaulted allegedly by CPM men on July 15,the National Human Rights Commission (NHRC) has found fault with the police in providing security to the legislators.

In a notice sent to Chief Secretary Asok Mohan Chakrabarti,the NHRC has stated that there was a lapse of duty on part of the police. The commission has asked the state government to send a report to them in 15 days.

The incident at Mangalkot resulted in violence all over the state and the Congress called a 12-hour bandh across the state a day after that turned out to be a major success.

“Home Secretary Ardhendu Sen called me today and asked me about the incident. I told him everything since he was on leave when the incident took place and requested him to take action against the police officers who failed to provide us with security. In fact we had a narrow escape on that day. He said he would look into the matter,” Bhuniya told The Indian Express.

He also said that he had taken up the matter with Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi.

Sen,meanwhile,said he had not received any notice from the NHRC. “I am looking into the role of the police but I can tell you that I have not received anything from the NHRC,” Sen told The Indian Express.

On Monday,the state government had imposed a curb on the entry of outsiders into Mangalkot. Sen said that whoever comes to Mangalkot,be it a politician or a social worker,will have to inform the police before their arrival.The state Human Rights Commission has already started an investigation into the matter.
