As the three-day bandh called by the Unified Communist Party of Nepal-Maoists (UCPN-M) entered its second day on Monday,it turned ugly. Protesters clashed with opponents of the bandh in several areas and targeted a USAID office in west Nepals Surkhet district.
While the bandh disrupted normal life all over the country,UCPN-M key ideologue Baburam Bhattarai said that any kind of violence in favour of peoples rights was justified. He also asked his supporters to continue with what they have been doing. Police said that at least 70 people were rounded up,in addition to the 60 held on Sunday.
A Home Ministry official said that Maoist supporters had vandalised the USAID office in Surkhet,signaling that they would target their enemies both at home and abroad as they move into a more intense phase of their protest. Bhattarai chose to address his supporters in the same venue where they had attacked a Deputy Superintendent of Police Dilip Chaudhary who had to take 45 stitches on his head.
I salute and greet you for forcing the Prime Minister to take an alternate route yesterday. Any violence in favour of the people is justified, Bhattarai said as the crowd cheered.
Making it clear that Maoists would either have the Constitution in the manner they want or no Constitution at all,Bhattarai said: If the Constituent Assembly fails to write the Constitution by May 14,the stipulated deadline,both the interim constitution and the President will cease to exist and we will declare constitution from the streets and capture power.
