The EVMs were first used by the EC on experimental basis in 16 Assembly segments of Madhya Pradesh,Delhi, and Delhi in 1998. The machines are manufactured by PSUs Bharat Electronics Ltd,Bangalore, and Electronic Corporation of India Ltd,Hyderabad.

The machines have helped speed up and simplify the election process. However,of late, some politicians, across the political divide, have questioned whether the EVMs indeed were tamper proof.
