
The second Administrative Reforms Commission (ARC) on Tuesday recommended comprehensive anti-terror legislations and establishment of a federal agency to investigate terrorist acts in the country.
In its eighth report, the ARC has also said no person accused of an offence punishable under the National Security Act (NSA) should be released on bail.
Releasing the report, ARC Chairman M Veerappa Moily said that the commission was of the view that a federal agency was necessary to investigate terrorist offences.
"The Administrative Reforms Commission recommends comprehensive anti-terror legislations," he said.
The Commission also recommended that special fast track courts should be set up for trial of terrorism-related cases.
Measures should also be taken to block flow of funds for financing terrorist activities, he added.
