With a joint Centre-state offensive putting them on the backfoot,Maoists are fighting back by trying to divide the forces. In a pamphlet recently sent to media organisations,they urged lower-rung jawans and officials to rebel against seniors,telling them they too are offspring of exploited parents. Hundreds of tribal youths are in local police,paramilitary forces as well as commando units.

The pamphlet by the Dandakaranya special zonal committee of the CPI (Maoist) invoked the Bhumkal uprising (1910) by Bastar tribals against the British as inspiration. The tribals fought the British for trying to change their administrative structure and socio-economic systems.

Equating British imperialists with the looters of present India Manmohan Singh,Sonia Gandhi,P Chidambaram,Raman Singh,Ashok Chavan and Mahendra Karma (the Congress leader from Bastar supporting the anti-Maoist movement Salwa Judum) the committee said: You have been sent to fight a war against the poor,exploited people in Bastar. But you are our own people,from amongst us. Your uniform is just about your livelihood. Whats the meaning of such a life?

The CPI (Maoist) said it would welcome them back with open arms. Point your guns in the direction of exploiters,looters,fraudsters,hoarders,those selling off the countrys resources and those who have compromised the countrys identity and self-respect. If you cant leave your job due to some compulsion,at least refuse to work in these areas.

It isnt the first time the Naxals are using such a tactic,having tried it earlier in 2002-04. Vijay Raman,chief commandant of the anti-Naxal offensive,said the move indicated the impact the security forces were making on the ground.
