All is not well with the state’s IAS cadre.
While a number of officers want to go on Central deputation, the state government finds it difficult to manage the cadre, thanks to 118 vacancies that are to be filled by promotion of the Provincial Civil Services (PCS) officials.
The induction of PCS officers into the IAS cadre is pending due to a legal dispute. Given the situation, IAS officers who want to go on Central deputation find it difficult to get their names cleared by the state government.
According to officials, at least 15 IAS officers had applied for deputation at the Centre this year.
“But only two of them, Sudhir Kumar and Govindan Nayar, could go,” said an officer, who had himself applied for deputation. “Babu Lal Meena and Vina Meena got clearance for a year’s training in a foreign country.”
Officers A C Pandey, Rohit Nandan, Rajiv Kapoor, Alok Ranjan, Amod Kumar, Pankaj Agrawal, Parthsarthi Sen Sharma, Leena Jauhari, Majid Ali and Amod Kumar had also reportedly applied for the Central deputation.
According to a section of IAS officers, the state government only clears names of senior officers for Central deputation. This creates a problem for those who plan their career in advance.
“This is not a good sign,” said an officer. “Young officers plan their career in advance and then they decide for their deputation at the Centre.” Officers who joined the UP cadre after 1991 especially face the problem, he added.
