Aiming to increase the enrolment rate at Aadhaar centres in Gurgaon,the district administration and the Unique Identification Authority of India (UIDAI) have deployed nearly 71 enrolment machines in the city. According to official UIDAI figures,Gurgaon has an enrolment rate of 45 per cent,of which 32 per cent UID cards have been generated so far. This is in comparison to enrolment rates of nearly 100 per cent in Chandigarh,and over 80 per cent in Sonepat and Ambala,a senior UIDAI official said. Keshni Anand Arora,Deputy Director General,Regional Chandigarh UIDAI office,said: Haryana has recorded only 39 per cent [enrolment rate as compared to Punjabs 75 per cent and Himachal Pradeshs [rate of over 90 per cent. UIDAI plans to double the number of enrolment machines by the end of June. The target is to cover the entire population of Gurgaon by December,Arora said. According to a UIDAI official,there was a delay in enrolment because the Haryana government decided to start pilot projects in 2 or 3 blocks and then enrol those in four districts,first to see the response. The process led to a delay. But the government has now issued a new tender for state registrar and appointed a non-state registrar to speed up enrolment. In an attempt to bridge the communication gap between the administration and residents,the presidents of all RWAs (Residents Welfare Associations) were called in earlier this week for a meeting at the Deputy Commissioners office in Gurgaon. Sudhir Kapoor,general secretary,DLF RWA,expressed concerns over the slow process of issuing UID cards in Gurgaon. He said: For the past two years,there have been cases where residents have not received UID cards. Besides,when we held a camp for our residential area last time. people from the regions nearby enrolled in our special camp,so we had to cater to them even though there wasnt enough manpower. But it led to a lot of queues and some residents couldnt be enrolled. A machine can only enrol 50 people or so. If the district administration is deciding to work with us,they have to provide us with facilities,that is more machines. In response to the RWAs grievance,Arora said those who feel there is an issue or a problem should post in their grievance on the UIDAI website. Those who had registered before April 2012 must re-enrol themselves and those who had registered more than 20 days back can check their status online. To check the status of Aadhaar enrolments,a person can download e-aadhaar from the website (). People whose Aadhaar card is in process should wait,while the ones whose application has been rejected must re-enrol,Arora said. V P Tyagi,deputy director,UIDAI regional office,said: I had a meeting with Additional Deputy Commissioner Pankaj,City Magistrate Anu and Gurgaon RWAs this week to inform them about the initiatives of UIDAI. According to the ADCs direction,the RWAs were asked to submit information about the number of residents who had been enrolled and had received their UID card and the ones who had been left out,so that the administration could get a sense of how many enrollment machines should be deployed those areas and the scale of intervention that was required for this purpose. Twenty-four new Aadhaar centres have been opened. A new initiative of online appointments would be created in five main centres so that residents dont have to wait for long to get themselves enrolled,Tyagi said. Additional Deputy Commissioner Pankaj said: According to the notification issued by government of India e-aadhaar is valid and treated equivalent to original Aadhaar. The enrolment agencies are to issue acknowledgement slip to every person who is enrolled for Aadhaar by them so that he or she can track the status of his Aadhaar card by keying in the number given on it. In Gurgaon,eight agencies enrol for Aadhaar. These include Data Soft,Calance,Alankit,Wipro,UTI,Karvy Data,Abhipra and Raja Ram Kalyan Trust. RWAs and companies can also send their requests to the district administration for organising special enrolment camps in their premises for enrolment of their members or employees.
