The commission has however pointed out that "policy logjam" could slow the expansion to even as low as 5-5.5 per cent during the Five Year Period. Dishing out three different scenarios for propelling growth, the Plan panel said that scenario one of strong inclusive growth · is the only "scenario that will meet the aspirations of the people".
The plan document has asked for de-nationalisation of coal mines and rationalisation of labour laws to promote growth. It projects a manufacturing growth rate of 10 per cent, a reduction in poverty by 10 per cent from the current levels with a reduction in infant mortality to 25 per 1000 live births.
In the higher education sector the 12th Five Year Plan aims to add 2 million seats in each age group to fill the skill gap in the economy.
