A network of civil society organisations and citizens has written to Governor Kamla Beniwal,demanding appointment of a deputy Speaker in the Assembly,among other things.
The three-page letter,signed by several rights activists,including Gautam Thakar of Peoples Union for Civil Liberties,stated the legislative Assembly in Gujarat has been functioning without a deputy Speaker for the past 12 years. This is violation of the Indian constitution, read the letter.
Drawing the Governors attention to the provisions of Article 178 of the Constitution,the letter stated: Every legislative Assembly of a state shall,as soon as may be,choose two members of the Assembly to be the Speaker and Deputy Speaker respectively,and thereof as often as the posts become vacant,the Assembly shall choose another member to be the Speaker or Deputy Speaker as the situation may be.
The letter that was written by the network that goes by the name Gujarat Social Watch also raised concerns about the decrease in the number of days the Assembly functions in a year. They maintained that this has reduced the time needed for asking questions and discussion on various issues.
The letter stated that the practice of tabling the CAG and human rights commissions report on the last day of the Assembly session should be changed. They should be tabled at least 10 to 15 days before the session ends,so that there is time to hold discussions on them.
The letter further stated that since the appointment of Lokaykuta has been delayed,the state government should publish the M B Shah commission of Inquiry report in the public domain.
